I got this in the email a few minutes ago. Imagine that, folks? Yep, here's a positive change for you. I wonder how many proud Democrats cast their votes for B.O. (B.S.), only to now find themselves on the receiving end of racism. How sweet. And how expected...
"Wasn’t this supposed to be the era of post-racialism? Robert Reich, President Obama's economic adviser doesn't think so.
In his appearance before Congress on structuring the stimulus plan on January 7th, Reich suggested that the package discriminate against white male workers:
Reich essentially wants Congress to create some means to ensure that stimulus funds don't pay the salaries of white males. He suggests that the lawmakers create criteria that will have this effect without being crass enough to say, No Whites Need Apply. Congress has mandated set-asides for women- and minority-owned businesses in government contracts, but even those don’t require the businesses to refuse to hire white male construction workers. This is outrageous... yet, where is the media coverage?
What Reich proposes is flat-out official racism by government, refusing to hire people on the basis of their skin color.
Didn’t our last election demonstrate a rejection of that kind of thinking?"

He is not talking about hiring individuals.
If they choose to allocate funds to engineering projects it will only benefit professional engineers and the construction industry (predominately white male).
Injecting money into capital works is likely to just make already employed people busier, rather than creating any new positions.

If the construction industry is allowed to mop up all the funds by working overtime with their existing workers it is not going to benefit a wide cross-section of the community. It will only benefit the white males that are already employed.
Reich wants to mandate that companies who win contracts will actually be providing work for the unemployed.
Here is part of a recent statement he made:
What to do? There’s no easy solution to either dilemma…
People can be trained relatively quickly for these sorts of jobs, as well as many infrastructure jobs generated by the stimulus — installing new pipes for water and sewage systems, repairing and upgrading equipment, basic construction — but contractors have to be nudged both to provide the training and to do the hiring.
I’d suggest that all contracts entered into with stimulus funds require contractors to provide at least 20 percent of jobs to the long-term unemployed and to people with incomes at or below 200 percent of the federal poverty level. And at least 2 percent of project funds should be allocated to such training. In addition, advantage should be taken of buildings trades apprenticeships — wich must be fully available to women and minorities.
